In a medium saucepan, warm olive oil over medium heat. Add chopped onion, diced red bell pepper, half of the chopped tomato, and minced garlic. Sauté until the onion becomes translucent, which should take about 5 to 10 minutes.
Stir in the black beans, water, salt, chili powder, paprika, and black pepper into the vegetable mixture. Let it simmer for about 10 minutes until everything is heated through.
Once done, take the saucepan off the heat and mix in freshly chopped cilantro along with the remaining diced tomatoes.
Serve this flavorful bean mixture generously over a bed of brown rice.
